What matters for project planning
Elgin was founded in 1835 by James Talcott Gifford, incorporated as a town in 1846 and as a city in 1854, and grew into a watchmaking and dairy center after a Fox River dam went in during 1838 and a rail link arrived in 1850. The Elgin Historic District and the Spring/Douglas Historic District — the latter listed on the National Register of Historic Places in 2002 — document the 1880s-through-1920 housing stock most likely to need a full bathroom gut rather than a surface refresh. The city also monitors the Fox River directly, having recorded a federally declared flood in 1996 and further flooding in April 2013.
